The Fox Line Story
New Name. Proven Leadership.
Fox Line is built on decades of high-voltage transmission experience and proven field leadership. Our executive team has led complex 115kV–500kV transmission construction, structure replacements, outage-critical rebuilds, and energized work across challenging terrain and operating environments.
While the company name is new, the leadership, safety culture, operational discipline, and transmission expertise remain the same: safe, schedule-driven performance with uncompromising standards.
From the field to the front office
Every Fox Line leader came up through the field, most through an IBEW apprenticeship, progressing from lineman to superintendent, project manager, and executive. The people setting the schedule have stood on the structure, and it shows in how every project is planned and run.

Meet the Leadership

Chris Hughes
- 25 years of construction operations experience focused on electrical transmission and substation projects across the United States.
- Began his career as a journeyman lineman and progressed rapidly to supervisory roles at a leading construction company.
- Hands-on during operations and on site, which has proven instrumental in delivering safe projects on schedule.
- Heavily involved in planning, ordering equipment and tooling, and determining job layout.

Tim McCulloch
- More than 40 years of hands-on and leadership experience building transmission and distribution lines.
- Began his career as a lineman and progressed through decades of leadership, including Vice President of Construction and Major Projects for a leading construction company.
- President and owner of his own company, Wolf Line Construction LLC.
- Has led companies through major growth and directed as many as 400 employees on large, complex projects.

Colin Garner, P.Eng., MBA
- Nearly two decades delivering complex power delivery and infrastructure projects across Africa, Australia, Canada, and the United States.
- Co-founded and operates a leading utility construction company with a proven record on difficult, large-scale work and strong client references.
- Holds a BS in Engineering from the University of British Columbia and an MBA from the University of South Carolina.
- Provides the strategic and corporate leadership guiding Fox Line's growth.

Rueben West
- More than 20 years in power delivery, advancing through the IBEW Apprenticeship Program from Lineman to Foreman to General Foreman.
- Expertise running distribution programs through large-scale 500kV projects across the country, in every type of terrain.
- Extensive experience in high-voltage, helicopter-supported transmission line installation.
- Based in the Northeast and focused on customer satisfaction and strengthening relationships.

Andy Miller, DBIA
- More than 20 years in the power delivery industry, well versed in every aspect of project and contract management.
- Certified professional of the Design Build Institute of America (DBIA).
- Extensive experience in alternative forms of contracting, including Progressive Design-Build, CMAR, EPC, and Design-Build.
- Has supported substation and transmission projects up to 500kV nationwide, and is based in the Midwest to stay close to customers.

Jim McAdams
- More than 30 years of electric utility and construction leadership, including 15 years in the field as an apprentice, lineman, and subforeman.
- Completed his apprenticeship through Local 1245 and is a recognized expert in transmission and distribution operations and safety management systems.
- Held senior leadership roles at Pacific Gas & Electric and Cupertino Electric.
- Created and managed PG&E's Employee Qualification Program, the first of its kind in the industry, and led PG&E's Corporate Safety Electric Operations department.
