The Fox Line Story
New Name. Proven Leadership.
Fox Line is built on decades of high-voltage transmission experience and proven field leadership. Our executive team has led complex 115kV–500kV transmission construction, structure replacements, outage-critical rebuilds, and energized work across challenging terrain and operating environments.
While the company name is new, the leadership, safety culture, operational discipline, and transmission expertise remain the same: safe, schedule-driven performance with uncompromising standards.
From the field to the front office
Our leaders came up through the IBEW apprenticeship and progressed from lineman to superintendent, project manager, and executive. That field-to-leadership path means the people setting the schedule have stood on the structure, and it shows in how every Fox Line project is planned and run.

Chris Hughes
- 25 years of construction operations experience focused on electrical transmission and substation construction across the U.S.
- Hands-on and on site during operations, instrumental in delivering safe, successful projects on schedule.
- Deeply involved in planning, equipment and tooling procurement, and job layout.
- Began his career through the IBEW Apprenticeship Program, building a foundation in high-voltage electrical construction.
- Progressed rapidly to supervisory roles at a leading construction company.
Tim McCulloch
- 40+ years of hands-on and leadership experience in the electrical utility construction industry.
- Extensive experience building transmission and distribution lines.
- Has directed as many as 400 employees on multiple large, complex construction projects.
- Led companies through major growth modes.
- Began his career through the IBEW Apprenticeship Program.
- Progressed through decades of leadership roles, including Vice President of Construction and Major Projects for a leading construction company.
Colin Garner
- More than 17 years of industry experience.
- Has served as a CEO, VP, project engineer, senior engineer, and project manager.
- Holds a BS in Engineering from the University of British Columbia and an MBA from the University of South Carolina.
- Began his career as a field engineer.
- Experience on international construction projects, including Australia, North Africa, Alaska, and Canada.
Rueben West
- 17+ years in the line construction industry.
- Deep experience in high-voltage transmission line replacement, OPGW, and helicopter-supported fiber installation.
- Most recently contracted for MP Systems and Dominion Energy.
- Began his career through the IBEW Apprenticeship Program.
- Advanced from Lineman to Foreman, General Foreman, and Superintendent.
